HopeRise Resource Center is governed by a Board of Directors responsible for providing oversight, accountability, and strategic guidance in support of the organization’s mission. Board members serve without compensation.
Founder, President & Treasurer
Cher Randle is the Founder, President, and Treasurer of HopeRise Resource Center. In this role, she provides overall vision, leadership, and strategic direction for the organization while ensuring alignment with its mission and values. As Treasurer, Cher oversees financial stewardship, budgeting, and fiscal accountability. She brings experience in administration, faith-based mentorship, and community outreach, and is deeply committed to building pathways of hope, stability, and purpose for individuals and families served by HopeRise.
Vice President
Earnest Randle serves as Vice President of HopeRise Resource Center, supporting organizational leadership and strategic initiatives. In this role, he assists with operational oversight, leadership support, and organizational continuity. Earnest is committed to strengthening HopeRise’s mission through collaboration, accountability, and service, and works alongside leadership to help advance community-focused programs and partnerships.
Secretary
Sarah Aytchan serves as Secretary of HopeRise Resource Center. In this role, she is responsible for maintaining organizational records, supporting board documentation, and ensuring accurate recordkeeping in alignment with nonprofit requirements. Sarah supports transparency, compliance, and effective communication within the organization and is committed to upholding the mission and integrity of HopeRise Resource Center.

HopeRise Resource Center
Earnest Randle serves as Vice President of HopeRise Resource Center, supporting the organization’s mission to strengthen individuals and families through compassion, service, and faith-centered community support. In his role, Earnest works closely with leadership to support strategic direction, community partnerships, and organizational growth.
Earnest brings extensive professional experience from both domestic and international settings, with a background in construction management, operations and maintenance, quality assurance, and government defense contracting. His experience in leadership, mentorship, strategic planning, and operational oversight strengthens HopeRise’s ability to serve with excellence and integrity.
Born and raised in Lexington, Mississippi, Earnest holds academic and technical training in Heating and Air Conditioning Technology and Welding, and maintains an active Class A CDL with endorsements, including a Transportation Worker Identification Credential (TWIC). He is an active member of First Baptist Church of Tyler, where he serves as a Deacon and President of the Men’s Ministry. Outside of his professional and service commitments, Earnest enjoys traveling, exploring new restaurants, attending vintage car shows, and reading.
